More than 0.8in (20mm) of rain soaked some regions in the space of 12 hours as already-saturated river catchments neared bursting point – and more downpours are forecast for today.
It came after a man and his dog drowned when their car attempted to cross a flooded ford in Hampshire and around 1,000 people were evacuated from a Northamptonshire caravan park yesterday.
The Environment Agency (EA) remains on “high alert” for flooding and said it is paying “particular focus” on the counties of Somerset, Dorset and Devon, which experienced some of the heaviest of the overnight rainfall.
The agency has put in place 40 flood warnings across England and Wales where flooding is expected and 152 flood alerts, where flooding is possible. The only region to not be affected by the warnings is the north west.
Provisional figures from the Met Office suggest Britain has endured its wettest April since records began more than a century ago in 1910.

A clear-up operation is under way in parts of Yorkshire after torrential rain caused flash flooding.
North Yorkshire and East Yorkshire were badly affected on Wednesday, with some homes and businesses being evacuated.
Humberside Fire Service received 135 calls in three hours as heavy rain fell on Goole and the aftermath left the town college closed.
In Dunnington, near York, trees came down in high winds and hailstones damaged the Britain in Bloom entry.
In the port of Goole the clear up has started and an investigation has begun into why street drains filled and left standing water.

On Sunday, July 31, local farmers met to discuss options on this eroding section of levee in the Grand Pass bottoms. Late Sunday and Monday, they put approximately 160 blocks of concrete in the hole and report it is holding well for now.

Even as the Army Corps of Engineers announced it will start gradually dropping record flows from Gavins Point Dam this week, area farmers and landowners are still fighting against the swollen Missouri River.
At a private levee in the Grand Pass bottoms, a section of constant swirling river heading towards the bank began eroding a large section in the levee last week. Within just a few days, it became a large hole.
“There are sometimes at night when you come down here it sounds like an ocean,” said one of the many farmers inspecting the problem on Sunday, July 31. The hole is located in front of farmland commonly referred to as White’s Island.
